The Human Capital and Training Solutions (HCaTS) Governmentwide acquisition contract (GWAC) is the result of a partnership between the GSA and the U.S. Office of Personnel Management (OPM) to support OPM’s Human Capital Industry Solutions program to provide customized human capital management and training services to all agencies. HCaTS provides federal agencies with a reliable, flexible, fast and efficient way to obtain best value solutions for their complex human capital and training service requirements. HCaTS satisfies the following key criteria to be considered a BIC solution:

• Rigorous requirements definitions and planning processes
• Appropriate pricing strategies
• Data-driven strategies to change buying and consumption behavior (i.e., demand management)
• Category and performance management strategies
• Independently validated reviews
